LOB and EMS are Now Titan Cloud: What It Means for Australian Petrol Station Operators

If you’re a petrol station or fuel depot operator in Australia, there’s a good chance you’re familiar with LOB (Leighton O’Brien) or EMS (Environmental Monitoring Solutions). For years they were the dominant name in SIRA monitoring here — the company most operators either used directly or were aware of as the benchmark.

In September 2023, that changed. Titan Cloud, a US-based fuel management software company, acquired Leighton O’Brien and EMS and absorbed it into its global platform. Their websites now redirects to titancloud.com.

For many operators, the day-to-day impact has been subtle. Reports still arrive. Bills still come in. But behind the scenes, the ownership, the support structure, and the commercial priorities of that business have changed significantly.

This article explains what actually happened, what it means for operators who were Leighton O’Brien or EMS customers, and the questions worth asking before your next contract renewal — regardless of who your current provider is.

What Happened?

Titan Cloud announced the acquisition of EMS on 22 February, 2021 and Leighton O’Brien on 26 September 2023.

At the time, Titan Cloud described it as a move to “lead the global fuel software industry” — expanding their footprint to six continents and 43 countries, adding 20,000 sites to their platform.

From Titan Cloud’s perspective, it was a growth move. They gained EMS and LOB’s Australian and Asia-Pacific customer base, its field services capabilities, and its established relationships with major fuel retailers including BP, Ampol, and 7-Eleven Australia.

From an Australian operator’s perspective, your contract didn’t change overnight. But your provider did. The entity you’re now dealing with is a US enterprise software company, not the Australian business you originally engaged.

What Changes for Operators?

Not every change is visible. But there are four areas worth examining.

Support and Local Expertise

LOB and EMS operated with a local Australian team familiar with state-by-state EPA requirements across QLD, NSW, VIC, SA, WA, and other jurisdictions. That institutional knowledge was part of what operators were paying for.

Post-acquisition, the support structure is managed under a global enterprise platform. Whether your account is still serviced by the same local team, by a restructured team, or through an international support model is worth confirming directly.

Pricing

Acquisitions are rarely made with the goal of reducing the acquirer’s costs. Titan Cloud is a venture-backed US software company that made a significant acquisition investment. Over time, enterprise software acquisitions typically result in pricing adjustments.

If you haven’t reviewed your SIRA costs in the last 12 months, now is a reasonable time to do so — particularly against the broader market, not just your renewal rate.

Your SIRA Data

Your historical SIRA records — years of tank readings, delivery data, and compliance reports — are your data. They were generated from your operations. But data ownership terms vary by contract.

If you were to switch providers or if Titan Cloud were to change its data retention policies, you would want to know in advance whether your historical records are accessible to you and in what format.

Contract Auto-Renewal

SIRA contracts typically include auto-renewal clauses. If your contract renewed quietly post-acquisition under Titan Cloud’s revised terms, you may be locked into conditions that differ from what you originally agreed to.

If you haven’t reviewed your current contract terms recently, it’s worth pulling them out before the next renewal date.

What Should You Ask Your Provider?

Whether you’re currently with Titan Cloud or with any other SIRA provider, these are the questions that matter before your next renewal:

  1. Can you provide your current NWGLDE evaluation documentation, including the registration number and the name of the entity it is registered to?

  3. What is your certified Probability of Detection, and does it meet or exceed the 95% minimum required under AS4897:2009?
  4. Who is my primary point of contact for compliance questions, and are they based in Australia?
  5. What are the data ownership terms in my contract? Can I access and export my historical SIRA records at any time?
  6. What are the terms around contract renewal, and what notice period do I need to give if I choose to switch providers?

These aren’t adversarial questions. Any reputable SIRA provider should be able to answer them quickly and clearly. If the answers are vague or delayed, that tells you something useful.

The Broader Picture

The Titan Cloud acquisition of LOB and EMS are one part of a broader trend of international consolidation in the Australian fuel management sector.

This consolidation isn’t inherently bad. Global platforms bring investment, technology, and scale. But for operators in a heavily regulated industry, consolidation also introduces risk: changes to certification status, support quality, pricing, and data access that may not be immediately visible.

The operators best positioned through this period are the ones who treat their SIRA arrangement the same way they treat any critical compliance contract — with periodic review, not automatic renewal.
